History: Shien was a career officer, never settling down for a family. He quickly moved up the ranks, proving himself to be a noble, incorruptible young patrolman, advancing through the ranks. He achieved the status of Head of Police after a relatively short time. He had been out of town when the 'incident' occurred. He returned as soon as he received word, and was shocked by the whole affair. He is trying his best to restore order, but with the city dividing itself into various factions, he has an uphill battle to fight. Recently, he has noticed an increase in missing persons reports, and since the incident has left him short handed, he has been personally undertaken the case himself, in order to try and secure a victory that would help citizens to believe and support the Shangri La.
